At the conclusion of the meeting, both men thanked those who came out to vote, and Frank McKinney endorsed Ty Schieber for the position.

Mass Meeting of the Stafford County Republican Committee of the Republican Party of Virginia

(Modified–New location due to higher than originally expected participation)

As Chairman of the Stafford County Republican Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Eric Herr, do hereby issue this call for a Mass Meeting to be held at Hampton Oaks Elementary School Gymnasium, 107 Northampton Boulevard, Stafford, VA, starting at 7:30 P.M. local time on January 30, 2012 for the following purpose:  Nominating a Republican candidate for the office of Garrisonville Board of Supervisors Member to be voted for in the SPECIAL ELECTION on April 3, 2012; and for the transaction of such other business as may properly come before the mass meeting.

Qualifications for Participation

All legal and qualified voters of the Garrisonville District, Stafford County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

Filing Requirements

Candidates for the nomination at said mass meeting shall file a written statement by mail or in person, to Kay Dudenhefer, 3 Legal Court Stafford, VA  22554.  The filing fee is $250.  Filings and fees must be received not later than 5 P.M. Thursday, January 26, 2012.  If only one qualified candidate files, the Mass Meeting will be cancelled, the individual will be designated as the nominee, and the filing fee will be returned.

Registration Fee

There will be no registration fee to participate in this mass meeting.  Registration for the Mass meeting will take place from 6:00 P.M. until 7:25 P.M. on January 30, 2012 at the Mass Meeting location.  All participants will be asked to present a photo ID at the time of registration.

The state redistricting process brought more change to Stafford County.  The county will get a new House of Delegate district.  House District 2 will include parts of north Stafford and will continue on to eastern Prince William County.

On the Senate side parts of the county will continue to be represented by Senator Richard Stuart in the 28th district, but parts of Hartwood will now be represented by the 27th district, and parts of Widewater will be represented by the 36th district.  You can see the state’s redistricting process here.

For any position that has an incumbent that is seeking re-election the incumbent may select the method of nomination for that position to be primary if the incumbent was nominated by primary in the previous election. For all other positions the committee will determine the method of nomination that will be used this year. The selection will be made by a majority vote of the committee membership.

The methods that are available for nomination are: Mass Meeting, Party Canvass, Convention, or Primary.

A Mass Meeting and Convention would work fairly much the same way in that they would be held on a pre-determined day and location. All participants would gather and be verified to meet the requirements of a voting member of the Mass Meeting or Convention. Each candidate for nomination would be given opportunities to speak and a vote would be held in accordance to the rules of the Mass Meeting or Convention.

A Party Canvass would typically be done by way of a “Firehouse Primary” in which the Committee would arrange voting locations and would enable people to vote for a given period of time at the announced voting locations.

A Primary would be run by the State Board of Elections and would operate as a regular election at the county’s normal voting locations and polls would be open from 6 A.M. to 7 P.M. August 23, 2011.

The positions up for election this year are:

• County Sheriff
• Commissioner of Revenue
• Treasurer
• Commonwealth’s Attorney
• Board of Supervisors – Rockhill District
• Board of Supervisors – George Washington District
• Board of Supervisors – Griffis-Widewater District

The state House of Delegates and State Senate seats will have their methods of nomination determined by a Legislative District Committee for their district.

There are seats on the School Board up for election this year as well.  However members of the school board do not run with party affiliation and therefore there is no nomination process for School Board elections.
