<p align="center">Mass Meeting of the Stafford County Republican Committee</p>
<p align="center">of the Republican Party of Virginia</p>
<p align="center">Location:  County Supervisors Meeting Room</p>
<p align="center">Stafford County Government Center on March 26, 2012 at 7:30 p.m. local time</p>
<p>As Chairman of the Stafford County Republican Committee of the Republican Party of Virginia and pursuant to the Plan of Organization and as recommended and directed by the Stafford County Republican Committee, I, Eric Herr, do hereby issue this Call for a Mass Meeting to be held at the Board of Supervisors Meeting Room, Stafford County Government Center,  1300 Courthouse Road, Stafford, VA, 22554-7232 or its alternate site, starting at 7:30 p.m. with registration beginning at 6:00 p.m. and closing at 7:30 p.m. local time on March 26, 2012 for the following purposes:</p>
<ul>
<li>Elect a Unit Chairman of the Stafford County Republican Committee</li>
<li>Elect Precinct and At-Large members of the Stafford County Republican Committee (“Committee”), the governing body of the Republican Party of Stafford County</li>
<li>Electing up to 970 Delegates and an equal number of Alternates to the <strong>Republican Party of Virginia State Convention, to be held on June 16,2012</strong> at the Greater Richmond Convention Center, beginning at 10 a.m. for the purposes of electing a State Party Chairman, RNC National Committeeman, RNC National Committeewoman, 13 At-Large Delegates and 13 At-Large Alternate Delegates to the RNC Convention, and 2 At-Large Presidential Electors.  Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at their last election, so that Stafford is entitled to 194 Delegate Votes;</li>
<li>Elect up to 485 Delegates and up to 485 Alternates to the <strong>First Congressional District Convention of the Republican Party of Virginia to be held on May 12, 2012</strong>, at T.C.Walker Elementary School on T.C. Walker Road in Gloucester beginning at 1:00 p.m. for the purpose of electing a 1st District Chairman, 3 Delegates and 3 Alternate Delegates to the RNC Convention, a Presidential Elector, and 3 members of the State Central Committee.  Each unit is entitled to one (1) Delegate Vote per 500 Republican votes for Governor and President at their last election, so that Stafford County is entitled to 97 Delegate Votes.</li>
</ul>
<p align="center"><strong><span style="text-decoration: underline;">QUALIFICATIONS FOR PARTICIPATION</span></strong></p>
<p>All legal and qualified voters of Stafford County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.</p>
<p>In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years.</p>
<p>A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future.  Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.</p>
</div>
<p>&nbsp;</p>
<p>A person who has made application for registration and meets all other requirements of the Qualifications for Participation, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.</p>
<p>A Precinct or At-Large member is not certified until their full name, physical address, mailing address, Email address, home phone number, and mobile phone number has been provided.  Persons without access to Email or mobile phones will be certified.  Other information is helpful, but not required.</p>
<p align="center"><strong><span style="text-decoration: underline;">REGISTRATION</span></strong></p>
<p>There will be a no registration fee to participate in this Mass Meeting.  All participants will be asked to present a photo ID at the time of registration.</p>
<p align="center"><strong><span style="text-decoration: underline;">PRE-FILING REQUIREMENTS</span></strong></p>
<p>All persons seeking election as Delegates to the State Convention, 1<sup>st </sup>District Convention, Precinct or At-Large Members of the Committee, or as Unit Chairman at said Mass Meeting shall submit a written <a href="http://www.staffordgop.com/wp-content/uploads/Stafford-2012-PRE_FILING-FORM-and-Instructions.pdf">Stafford 2012 PRE_FILING FORM and Instructions</a>  (hereinafter &#8220;Pre-file Form&#8221;) noting their intentions. This form shall indicate the individual’s full name, physical address, mailing address, Email address, home phone number, and mobile phone number and which office(s) the individual is seeking.  There is no filing-fee for those persons seeking election as Delegates to the State Convention or the 1st District Convention.  Those persons seeking election as Precinct or At-Large members of the Committee shall remit $30 filing fee that will constitute 2012 annual dues.  Those persons seeking election as Unit Chairman shall remit a $100 filing fee.  Checks or Money Orders shall be payable to the “Stafford County Republican Committee”.  The <a href="http://www.staffordgop.com/files/Stafford 2012 PRE_FILING FORM and Instructions.pdf">Pre-file Form</a> can be obtained from the Committee’s website at:  <span style="text-decoration: underline;"><a href="http://www.staffordgop.com/">www.StaffordGOP.com</a></span>.</p>
<p>The required Pre-file Form must be delivered in by mail, Email, FAX, or hand on or prior to 5:00 p.m., March 19<sup>th</sup>, 2012.  Post marks do not govern.  Filling Fees (cash, personal check, or money order) will be collected at the door. All fees must be remitted before the close the of registration at 7:30 p.m. on March 26<sup>th</sup>, 2012.</p>

Of those, 288 registered to vote, and 275 ballots were cast. And of those 275 ballots cast, Ty Schieber received 77% of the vote and Frank McKinney received 23%. Ty Schieber will now be the Republican candidate for the April 3rd Special Election.<br />

The state redistricting process brought more change to Stafford County.  The county will get a new House of Delegate district.  House District 2 will include parts of north Stafford and will continue on to eastern Prince William County.<br />

<p>The state redistricting process brought more change to Stafford County.  The county will get a new House of Delegate district.  House District 2 will include parts of north Stafford and will continue on to eastern Prince William County.</p>
<p>On the Senate side parts of the county will continue to be represented by Senator Richard Stuart in the 28th district, but parts of Hartwood will now be represented by the 27th district, and parts of Widewater will be represented by the 36th district.  You can see the state&#8217;s redistricting process <a href="http://redistricting.dls.virginia.gov/2010/">here</a>.</p>

			<content:encoded><![CDATA[<p>At the May meeting of the Stafford County Republican Committee we will be deciding the method of nomination for each of the positions up for election this year.</p>
<p>For any position that has an incumbent that is seeking re-election the incumbent may select the method of nomination for that position to be primary if the incumbent was nominated by primary in the previous election.  For all other positions the committee will determine the method of nomination that will be used this year.  The selection will be made by a majority vote of the committee membership.</p>
<p>The methods that are available for nomination are:  Mass Meeting, Party Canvass, Convention, or Primary.</p>
<p>A Mass Meeting and Convention would work fairly much the same way in that they would be held on a pre-determined day and location.  All participants would gather and be verified to meet the requirements of a voting member of the Mass Meeting or Convention.  Each candidate for nomination would be given opportunities to speak and a vote would be held in accordance to the rules of the Mass Meeting or Convention.</p>
<p>A Party Canvass would typically be done by way of a &#8220;Firehouse Primary&#8221; in which the Committee would arrange voting locations and would enable people to vote for a given period of time at the announced voting locations.</p>
<p>A Primary would be run by the State Board of Elections and would operate as a regular election at the county&#8217;s normal voting locations and polls would be open from 6 A.M. to 7 P.M. August 23, 2011.</p>
<p>The positions up for election this year are:</p>
<ul>
<li>County Sheriff</li>
<li>Commissioner of Revenue</li>
<li>Treasurer</li>
<li>Commonwealth&#8217;s Attorney</li>
<li>Board of Supervisors &#8211; Rockhill District</li>
<li>Board of Supervisors &#8211; George Washington District</li>
<li>Board of Supervisors &#8211; Griffis-Widewater District</li>
</ul>
<p>The state House of Delegates and State Senate seats will have their methods of nomination determined by a Legislative District Committee for their district.</p>
<p>There are seats on the School Board up for election this year as well.  However members of the school board do not run with party affiliation and therefore there is no nomination process for School Board elections.</p>
